| A friend of mine works for Utahs Division of Services for
Disabled Persons (DSPD). Theyre in the same suite as the
Division of Child and Family Service (DCFS). He says he has
absolutely no respect for the way the operate (biased,
illogical). One of his coworkers is a woman who, in her
own words, defected from DCFS because of what she sees
as unfair operating procedures. She (Ill call her Jane)
told my friend that when women called them asking for free
legal help, they were instructed to refer the women to Utah
Legal Services. |

illegal recruiters and their foreign cohorts has been intensified with the
recent signing in Davao City of a Memorandum of Agreement (MOA) that would
provide free legal services to overseas Filipino workers (OFWs) who have
been victimized by illegal recruiters . |
| Given this level of scrutiny, Legal Services lawyers have generally been
adept at hewing to the maze of rules with which political opponents have
circumscribed their activities when efforts to pull the budget plug
failed. Its a bit surprising that employees of North Carolinas
Farmworkers Legal Services were caught earlier this year in Mexico,
counseling migrant laborers contrary to their own agencys regulations.
The rules say non-citizens can only be helped on American soil. |
| The MOA was signed recently in Davao City by the Philippine Overseas
Employment Administration (POEA), the Overseas Workers Welfare
Administration (OWWA), the Integrated Bar of the Philippines (IBP) Davao
City chapter, the Ateneo Legal Services Office, the University of Mindanao
Legal Aid Office, and the Southern Philippines Federation of Labor (SPFL). |
