| The MOA was signed recently in Davao City by the Philippine Overseas
Employment Administration (POEA), the Overseas Workers Welfare
Administration (OWWA), the Integrated Bar of the Philippines (IBP) Davao
City chapter, the Ateneo Legal Services Office, the University of Mindanao
Legal Aid Office, and the Southern Philippines Federation of Labor (SPFL). |
| -Render free legal assistance to qualified complaining workers or victims of
illegal recruitment who seek their services or are referred to them by the
POEA and the OWWA; |
| A friend of mine works for Utahs Division of Services for
Disabled Persons (DSPD). Theyre in the same suite as the
Division of Child and Family Service (DCFS). He says he has
absolutely no respect for the way the operate (biased,
illogical). One of his coworkers is a woman who, in her
own words, defected from DCFS because of what she sees
as unfair operating procedures. She (Ill call her Jane)
told my friend that when women called them asking for free
legal help, they were instructed to refer the women to Utah
Legal Services. |

licensed agencies or in illegal recruitment cases being assisted by the
volunteer organizations; and |
| The pilot project was initially launched in Mindanao where there is an
alarming increase in the number of victims of illegal recruitment as well as
complaints of unpaid money claims of OFWs. |
